Who is Barry Neal?

Barry Neal was born in South Knoxville at Baptist Hospital and raised in Colonial Village by his parents Ras and Betty Neal.  Barry attended Anderson Elementary and Young High before graduating in the first senior class at South Young High School in 1977.
He holds a bachelor’s degree in Business Administration and a Master in Education degree from the University of Tennessee.  Barry is currently in his thirty-third year serving as a conference planner for the University’s Department of Conferences and Event Services. He was appointed in 2018 as interim director of the Department while a search was conducted for a new director.

Barry has been energetic in South Knoxville civic activities for several decades by serving in the Key Club in high school and Circle K while attending UT.  As a professional he has continued his service to the community through active membership in the Kiwanis Club of South Knoxville, as a member of the 2005 James White Parkway/Chapman Highway Task Force, and serving on the City of Knoxville Public Naming Committee. More recently Barry represented the 9th District on the 2021 Knox County Charter Review Commission.

Additionally, he has served several terms as treasurer of the South Haven Neighborhood Association along with being a long-time member and officer in the 9th District Republican Club.

Barry’s professional involvement has included serving as an officer in the Tennessee Chapter of The Society of Government Meeting Professionals and the East Tennessee Meeting Professionals.  Barry has been honored as the Meeting Planner of the Year by both organizations. He has also been a longtime member of the Tennessee Alliance for Continuing Higher Education and in 2019 he received the organization’s Milton J. Phillips Award in recognition as a Professional Continuing Educator.

Barry will bring his vast experience and East Tennessee home-grown values to the Knox County Commission.
